iOS : Which Apple Program I should opt for

We are developing customized iOS app for our customer and our Customers are like organization they have their own customers.
in short we are developing iOS app for customers of our customer (B2B).

Now my question to our experts are
1. What kind of developer program I should opt for?
2. What is volume purchase program?
3. Will Volume purchase program affect me in any way?
4. What kind of precaution I should be taking in such kind app?
5. Does apple allow such apps?

1. You should go with the individual type of enrollment (even if you are a company) as you have to distribute the app on the Appstore.
2. Apple's Volume Purchase Program (VPP), a specialized App Store and service that lets businesses purchase software licenses in bulk and then distribute apps to multiple users, will soon give admins more options to install, update and remove business apps.
3. As a development company no, but if you want to purchase licenses of apps for your own employees, you can use it. But it does not help you in the development process.
4. There’s nothing wrong with what you are going to do. My company is doing the same for years. What you need to be careful about is the Apple guidelines.
5. As long as you don’t violate the guidelines, yes.
