Outlook 2016 - Not sending emails...

Outlook 2016 - Not sending reported error (0x800CCC1A).
Have a client which cannot send emails using IMAP account via the SMTP connector.

Have run Scanpst.exe and repaired the PST and OST files, have run SFC /Scannow and created new profiles but each time trying to send out emails gets the attached error message and the emails don't send, just stuck in Outbox.  I have also completely removed Office from the PC and reinstalled fresh after restarting the PC and still fails to send emails with the same attached error message!
 
I have now installed eM Client (trial) and configured as the same account/ server settings etc... and the email account is working sending emails fine within eM client email client so this is showing it's an issue with Outlook 2016 itself.

The OS on the PC is Windows 7 but this isn't the issue as clearly working using eM client.

Any ideas to why Outlook 2016 is causing this issue?

This can be due to bad synchronization between incoming server and outgoing server. You can try below fixes:

•      Incorrect Account settings
•      Damage in MS Outlook profile
•      Corruption in individual email items which is located on POP3 server
•      Wrong settings with third-party software like Anti-Virus
•      Set high priority with Firewall
•      Bad settings with Secure Password Authentication

This error generally resolves by fixing the root causes of server setting errors. But sometimes, the error remains same because of damage in Outlook PST. In this situation, Outlook user should try repairing their PST file. Try Stellar Phoenix Outlook PST Repair which repairs the PST file and save it into new PST File. Hi Jerry Frey, thanks for responding...
It issue cannot be incorrect account settings as working with eM client set as the same settings within Outlook 2016.  I've deleted the Outlook profiles and recreated new ones also created new PST / OST files so not corruption.  The AV installed is Bitdefender and it's not blocking incoming/outgoing emails via eM Client.  The mail servers are working fine as eM Client is working fine and my client has her email account on an iPad and iPhone which also are working fine.

This is an issue within Outlook 2016 which I need to pinpoint to resolve!!

I forgot to say it's happening on two of my clients PC's, I have run Scanpst.exe on the PST and OST files but it cannot be this causing the issue as two different PC's with the same error.
I have removed the Bitdefender protection completely from both PC's and still the issue occurs.

My client is using IMAP which was working fine on both PC's and is working fine on her iPad and iPhone.  I have created a new Outlook Profile using POP instead but same issue occurs as it's SMTP related.

I have tried all combinations within the server port settings in Advanced on the Outlook email accounts but no joy there.

I cannot see it being a Windows user profile issue as it's affecting two different PC's with two different users/people using them.  (I forgot to inform you that it's affecting two PC's).
I can't see why the same issue with two computers (new information).
You have already made new Outlook Profiles which directly affects Mail accounts (rebuilds the settings).
Double (triple) check the SMTP address and then the sending port (587 or 465 TLS) .

Then on one computer, make the test Windows Profile and see what happens.
