Not able to open exported PST of another user and the Error is: Microsoft Outlook -File access denied. You do not have permission required to access

Hi

We are going to migrate our exchange server to 0365. We use backupassist software  for backing up the exchange database and I exported some mail boxes locally and copied to my desktop PC and when i open through outlook client  2013, it says
Microsoft Outlook -File access denied. You do not have permission required to access the file C:\Restore 001 – 11 –User name.pst.

Please help and any suggestions will be great.
Thanks

"The solutions and answers provided on Experts Exchange have been extremely helpful to me over the last few years. I wear a lot of hats - Developer, Database Administrator, Help Desk, etc., so I know a lot of things but not a lot about one thing. Experts Exchange gives me answers from people who do know a lot about one thing, in a easy to use platform." -Todd S.

Check the NTFS file permissions for the PST file - my guess is the account you are using on the PC won't have required access rights.

But does the domain admin user/group have the correct NTFS permissions on the file itself?

just because you are a domain admin doesn't give you rights to everything in the file system

But does the domain admin user/group have the correct NTFS permissions on the file itself?

exactly...need to have r/w access. having just r/o won't work.  need to have write access also to the pst for outlook

Just add your account to local Admin group and check.

I have right clicked the PST and given full permissions and also local admin permission.
When I open the pst through outlook, it says File access denied
