Latency Sensitivity and Resource Reservations

About a week or so ago I posted a question regarding the Latency Sensitivity Setting on a VM.  Which was answered, I do have an additional question now. When Setting the Latency Sensitivity to high, it it required to reserver 100% for the assigned CPU and Memory resources?

When Setting the Latency Sensitivity to high, it it required to reserver 100% for the assigned CPU and Memory resources?

Yes.

When you have set the value to HIGH.

The VM configured memory should be reserved. (100%)

It is also recommended to reserve 100% of its CPU.

Why is the CPU memory only recommended and not required?
