Windows 10 networking problem cannot access machine.

Hi,

I have a PC on windows network that can see the other pcs but cannot connect to them. Also this PC has a share on it but other pc's cannot connect to it. Here is what I know so far.

I can ping this machine and others by IP address
 I can ping this machine and others by hostname
All the PC's are on Workgoup
All PC firewalls and antivirus disabled
Discovery is on
Shares Need Passwords is off
From explorer on another machine I can see the PC listed under network but when I click on it errors saying something like cannot find pc(not exact error) .
if I try to type the PC FQDN in the explorer bar it will not find it.
There is no server on this network just peer to peer
I can print to network printers

Any ideas would be appreciated.

Discovery is on  Good
Shares Need Passwords is off  Should be ON. Always use passwords and Windows 10 moves this way more and more.
File and Print Sharing should be ON.

All machines should be set the same way.

Restart after making changes.

Hi,

I turned passwords on but still no luck. Also I was mistaken before, the PC is actually not showing up under the network section of the other PC's and if I try to access it via it's UNC it cannot be found. They are all on the same workgroup and  I can ping the machine no problem.
