How to create a Google Sheet Template?

I want to share a Google Sheet with many people (who may not even have a Google account) but I don't want the values they enter to be seen by others. Those cell values are their own personal information.....
The sheet / template and its formulas can be public.
I an familiar with templates in Excel.... just not in Google Sheets

Both Kyle and JimJam are right, there is no solution.
Google does not have this feature (yet).
The beauty of Google Sheets is you don't need any software just a web browser.
Work arounds that download and have other requirements just wont cut it for the user population
