Are all users connecting to O365 or just this user?

In the office we use office 2013 and when we set up our outlook accounts we connect to exchange server and it will fill out the rest of the information. One user has recently gotten a microsoft surface and office 365. I try to set up the outlook account as an exchange account but it wont let me. Then when I set up as IMAP it will work. When it is set up this way they can't access the public folders we share in outlook. Can someone help explain why this is or why I am unable to set up the account as exchange. All of Office 365's components can be managed and configured through an online portal; users can be added manually, imported from a CSV file, or Office 365 can be set up for single sign-on with a local Active Directory using Active Directory Federation Services.
