Calendar Permission

In office 365, users' calendar has a default permission to all users with accessrights set to AvailbilityOnly so they can open other user's calendar and see their availability (Free/Busy). I checked the permission using Powershell and it is set correctly. Users are able to open other user's calendar both in OWA and outlook for windows but when trying to open any calendar in outlook for mac it says that it doesn't have a permission. Is this an Outlook Mac limitation? the issue can be fixed by manually assigning permission to each user but this is not convenient because newly created users have to setup the permission manually.

Yes all are updated
Check if they can see the calendar using Outlook OWA. If so then it is an issue with the Outlook client. It is most likely as you suspected an issue with compatibility between Windows and Mac.

After an hour of testing I came to conclusion that mac outlook cannot add shared calendar with free/busy permission, it should be at least reviewer or higher.
I should have read this article before going through all the testing. SMH.
