How to determine if cell phone is locked or unlocked ?

In the settings, there is Model Nokia Lumia 928, Carrier is Verizon Wireless, and IMEI number.  There is no sim card in the phone.

How can I tell for certain that this phone is locked or unlocked?

My phone model didn't come up so I selected "Nokia Info" ?

Then, I type IMEI number from the phone.

It's asking to pay $0.50.  After I pay, will it tell me if phone is locked or unlocked ?

I googled and entered IMEI number in few websites.  Phone model came up but no locked or unlocked information.
Find someone with a working sim from another carrier.  Borrow their sim and stick it in the phone.  That's free.

You could also just ask Verizon Support if the phone will be locked when you purchase as SIM from them.

You can get a phone unlocked at the local 5 and dime phone store if need be.
