Not able to log into 0365 after migration “Your account has been temporarily locked to prevent unauthorised use"

Hi
We are in a process of migrating to 0365 and we have 800 mailboxes to be migrated and also we have changed the email address of all the users and I was told the new address will be applied to the accounts only when the policies are applied in the 0365 and I was told only to apply the policies only after the mailboxes are migrated.
I have migrated some 8 mail boxes now and have not applied policies still

I tried logging into one of the mailbox that was migrated to 0365 cloud and I was not able to log in and it says “Your account has been temporarily locked to prevent unauthorised use. Try again later, and if you still have trouble, contact your admin.”

I have two queries.
Will it allow to log in only when the policies are applied?
Secondly, what will happen if I migrate a mailbox after the policies are applied?
Will it cause any problems and will the mailbox pick up the new address?
