Cloud Storage for Archived Files
We currently have about 1.7TB of archived files which is a mix of documents, AutoCAD drawings, photos, etc. all stored in folders. They have been moved from the main file server to a NAS device, and have been backed up to tape.
Users do not access these files often, but do have a drive mapped to the Archives folder for when they do. They might not go into the archives for a few months but they may also access it daily for a few days/week.
I want to move these archived files/folders to cloud storage, while keeping the files available for the users to access from a mapped drive on their workstation. Users will need to be able to open, view, copy and paste files from the archive to the network or their local drive as needed.
I do not want users to be able to modify the folder contents.
I will want to back up the archive when more files are added or have it backed dup daily like Azure does.
We currently use Azure to back up files on servers. I'm not sure if Azure can store files for access by users. There is not enough room on servers to store archives.
Is SharePoint the best way to store archived files and allow users access to them? What level of SharePoint would I need for 50 users?
Any suggestions are appreciated.

Amazon Glacier is the cheapest for very infrequently needed files. You unthaw them as needed (can take up to 5 hours)

As per my view, you have to go with both AWS s3 and AWS glacier. The files which you need frequently you can move to s3 bucket. And files are not accessed frequently you can move to the glacier. Where s3 and glacier are cheap in storage cost.
You can apply policies like read/write permission for each user.
File restore from glacier takes around 4-5 hours of time.

I would rather use Microsoft services for this. What would you suggest? Also, I need the files to be in the same state as they are on the local NAS device, able to be accessed by users as needed.

Azure File Storage then.. the more redundant the higher the price
