Help with Software crash or not starting on windows 10 pro

I am usually the one answering questions, but this has me stumped.  My production machine is a Windows 10 Pro installation, 32gb of RAM, Boot drive is an m.r NVME 256gb and the data drive is a 2tb.  Quite precipitously my installations of Adobe Creative Cloud, for which the institution has a license, and MS Office 2016 started crashing on me yesterday.  It looks like Edge may be the reason (Edge cannot start unless I boot to safe mode).  I have been told that adobe cc is actually a web login.  Office 2016 is pushed to the machine using KACE.  The office install seems to have intermittent crashes while the Adobe apps don't even start.  I uninstalled the KACE agent some time ago and when this started tried reinstalling it, to no avail.

Create a test user account and try to reproduce the error. It's probably exclusive to your profile and you need to recreate it (or restore a backup).
Trying another profile as McKnife suggested is a good idea, but as a first step, I'd suggest clearing all Temp file folders, including browser history and cookies and then see if Edge will start in normal mode. Sounds like some temporary files haven't been cleared to me.

I'd also run Chkdsk from an elevated command prompt (readonly mode is fine) and just see if it reports any errors. If it does, then run again with the /F switch.

Also, sorry if I'm stating the obvious, but is System Restore enabled on that box, Tom? A restore point to before the problem occurred could help.

I assume you've tried the Office Repair routine?

The fact that Edge is playing up is a little concerning though, so I'd also restore Edge back to Default settings. I think Edge is the first thing that needs to be repaired as that will have a direct impact on Adobe CC

Might help if you list what you've tried so far to rectify the problem too :)
I would ask you to do an inplace upgrade to repair windows.
I had the same issue with the Adobe Creative Cloud crashing on a brand new Dell AlienWare.
Called Dell and it was fixed by modifying settings in the BIOS.
Unfortunately I asked the user (graphic designer) to call Dell support so cant provide more precise information.
Seems to be a known issue.
What I've done do far (let than already stated) :

Reset edge

Repair points are auto disabled by GPO

Tried new profile and other existing profiles (both domain and local) with same results

Booted to safe mode using shift key & restart method - everything seemed to work!
Works on a different machine

Sfc /scannow found no errors

I realized i can't use the clones I've been making because my boot drive is an m.2  NVMe. (I do have an  internal m.2 drive adapter for troubleshooting - if that helps)

Repair on adobecc

Tried uninstalling adobecc apps - but that attempts to start adobecc.

I probably did more,  just don't remember what anymore.

I tried your suggestion.  Edge is now working (not sure what was interfering, I'll have to go through reenabling those I disabled one at a time).  Adobe Creative Cloud is launching now, but if I do anything it crashes (it opens in the stock tab, I switch to apps and after about a minute it crashes).  I am currently running the repair option again on AdobeCC.

After the repair it restarted and now when AdobeCC crashes it has a more specific message about Adobe CEF helper (see attached).

That attached message is "more specific"? :-) No, can't tell what that means.
If you keep services and autostarts down to a minimum and still not everything starts alright, you could try and do an inplace upgrade to repair windows: https://www.tenforums.com/tutorials/16397-repair-install-windows-10-place-upgrade.html
I don't think I can do the in place repair because I am not a domain administrator and this machine is joined to the domain.
No need to be domain admin, just local admin. It stays part of the domain.

Sometimes I think software developers need a good slap.. fair dinkum, what a totally useless error message. May as well be no error prompt at all and just let the thing crash and close itself.

It's good that Edge is firing up again - that's a step in the right direction. The only thing I'd add to the suggestions McKnife has already made is to temporarily disable AV software to see if that cures the problem. To rule out a Windows system issue, a non-destructive repair upgrade would definitely be the way to go. You can follow my article here if you haven't done one for a while.

also, can Ijust make an install usb using the media creation tool?
Things pushed by GPO don't need domain admin credentials to remove. Some AV programs however offer another layer, a password you need to know in order to uninstall it or disable it. You need to see if that is set.

You just need to download the latest ISO file, mount it and start setup.

Yes, once setup is run, the non-destructive repair is the same process regardless of the ISO being saved or done online. Creating an install USB will provide a benefit of being able to use that USB again without a second download, or in the event, something should go wrong. I personally run online to ensure always getting the latest available version of Windows, but that's just a personal preference.
I stopped many unneeded startup services and/ or apps.  I now have a working system - thanks.  I may yet do an in place restore, just can't afford to do it right now.  Thanks all.
