ADMX files

I've updated the central store in Windows 2012 domain with admx files for Chrome. Edited policy, but pcs never get the policy since they don't have the admx file locally.
Question : How do the pcs get these admx files ? The settings in the template cant apply I assume since they don't have the file.

They will get pulled from the Domain Controller. You have to wait for the changes to propagate.
Admx files in a central store are not pulled or propagated to clients. That was, in fact. A major motivation to create the central store concept and admx over 2003s adm files. Less wasted space and faster downloading of policies since dozens of duplicate files aren't copied. As I said above, admx files are NOT needed by the client to process or apply policies. The client side engine knows how to read and process the binary files that the editor creates and they are self contained. Chasing admx propagation is a red herring.
These responses are correct.  There is some other reason these computers are not getting the policy.  Running GPRESULT /R on the clients should give you more insight here.  A very common reason for this problem is due to lack of permissions.  Microsoft made a change to GPO processing a while back that causes both user and computer policies to be processed in the computer context.  This means the computer must be able to read the policy.  Make sure "Authenticated Users" have at least read access to the GPO.  Click on the "Advanced" button under the Delegation tab to verify.
