I have a user who has outlook 2010
his mail box is on office 365.
whenever he exits out of outlook his signature goesaway
when he is logged in the outlook, his signature stays
build his outlook profile
build his citrix profile

There is no registry setting for the Signature. It only references the %appdata%\Microsoft\signat ure folder.
If this user roams you maybe just seeing this on their primary machine.
Are they using multiple computers (physical or virtual)?
Is Folder Redirection or Roaming profiles being leverage for APPDATA folder?

I think he is using 1 VM desktop which he logs in through citrix receiver

he has the signature folder with all files.
The signature is stored in %appdata%\microsoft\signat
If this is not populated on the user's computer then there is no signature for this user. The user's saved signature which will contains files with the same name with three different file extensions (rtf, txt, html).
