Users have to select "Submit" twice for a form?

When completing a Google form, users have to select "Submit" twice for a total of THREE clicks. Once for "Review and Submit" at the end of the three questions on the form and again on the following screen that says "Submit response?
Your username ([email address]) and responses will be recorded when you submit this form."  Why do users have submit the form with two clicks? Why doesn't one button suffice? User generated imageUser generated image
I think it's because I have embedded the form in an email vs having the user open the Google form to complete.

That's a worthy cause for a public revolt if I ever saw one! ;)
