Can not Remote Desktop to windows 2016 server

I installed RDS on a windows server 2016.  When We tried to rdp to the server we get the following error.

Your Computer can't connect to the remote computer because the Connection Broker couldn't validate the settings specified in your RDP file. Contact your network administrator for assistance.

I'm not sure how to resolve this.

Check the configuration on the RDS server.
Make sure to have a certificate and that is trusted by the 2 computers (the one connecting, and the one where you are connecting)
Also, you can use Event Viewer to manage and track errors, probably you will get more lights this way.

Thanks,  I removed the roles and am able to connect.  How many concurrent sessions are allowed this way? I have three users who need to connect. I enabled the virtualization in the bios, added the hyper-v role and am going to install server 2016.  I will add the remote desktop server role there. I think I can move the licenses that I have already applied.
Yes, the licences are site licences, you can activate them using the Site Licence Manager when you re-install the role.  You can only use one concurrent session in Admin mode.

Use this guide for setting up a production RDC server:
