How do I protect my computer from garbage emails?

I am receiving some emails from people I do not know.  In the To box my name is completely scrambled, the message is from a person I do not know and the subject is irrational
like 096-be?  there are links in the message but I dare not open them.  When I hover the mouse over the to box name and check the email address it is my email address.
What is happening here?  How does it happen and what should I be doing about it.  I have noticed this phenomenon with some other messages over the past 3 months.

What email system are you using? Are you using Exchange or Gmail or what? also are you using outlook as the email client?
If you are using outlook, can you check  (or paste here) whole header ?
For me it looks like 2 options:

1. You email (what you see with mouse over) is not real - you can see it in header
2. Someone has your password and using your server to send a crap emails.

If you are using active synch email (like connection to exchange) your send items should have a copy of this email but this is unlikely.
I think email was sent from different address but field FROM (name) is contain your email so you think it's from you.

It looks like your email is on some BAD person database and he is using a script to send emails over to convince you to click on link that is part of email.

DON'T DO IT.
Use a mail service that has top notch spam control.  The best I have seen is Mail.com.  Gmail is OK but be sure to keep spam control on High.
