But the provider link that is leaving the Exchange Onpremis for the Internet is too low.<br />

Changing EWS IP \ URL will impact any other application utilizing the service. Why don't you bump up the bandwidth during the migration temporary instead of this this major change?

This attempt to increase the link would take a lot from the client because they have 4 more links would change to a better link and would change in external dns of course
