Unable to Install WSUS on Windows Server 2016

I have a freshly installed Server running Windows Server 2016. However when I try installing the Windows Server Update Services (WSUS) role, I get the following error message at the end when it is in the process of installing the features and roles. "The request to add or remove features on the specified server failed. The operation cannot be completed, because the server that you specified requires a restart."

That would be expected if the server requires a restart due to pending windows updates. Restart it and retry.
Have a look at the following MS articles. Researching on the internet a lot of similar issues where a restart pending message blocks installation have been resolved by modifying the GPO for User rights assignment for NT SERVICES\ALL SERVICES

I had already run all pending Windows Updates and done the restart to apply them on the server. Regarding the WSUS error, there is no prompt indicating a restart is required and even when I do a restart and try doing the installation again, the same error comes up.
Please verify the presence and value of PendingFileRenameOperations inside the registry key HKEY_LOCAL_MACHINE\SYSTEM\CurrentControlSet\Control\Session Manager

I do not have PendingFileRenameOperations inside that registry key.
Did you try the workaround from the 1st Microsoft link already?

This link doesn't apply in my case since even WID is not installed on my server and doesn't even install after initiating the WSUS installation. The second link in the thread similarly will not apply in my scenario since WID is not installed.
WID gets installed together with WSUS - or did you select not to install WID but SQL instead?

I selected the option of WID to install with WSUS and this is what I am trying to explain. At the point when I have finalised selection of all options and installation is beginning, I then get the error I referred to in my question and when I check the features, I find that WID is not installed.
YES, UNDERSTOOD :-)
And that is why you should follow the suggested workaround. Just do it, maybe it helps. It applies, if you ask me.

@McKnife, thanks for your suggestions but the information presented in the links did not fit my scenario and so I could not apply them. This is why I went for the reinstall.
The link applies, because WID gets installed along side with WSUS. When the WSUS role installation proceeds, it installs WID, then fails. Afterwards, it cannot retry to install WSUS because of that error and you need to use the linked workaround. Next time, trust me on this - been there, solved that.

Unfortunately you misunderstood my clarifications regarding my specific WSUS issue. Thanks for your input though.
I was at the same point. <exactly the same as you describe, believe or not and it applied and solved it.
