WSUS settings not being applied from group policy

I have a server (domain controller) that has a group policy that defines the location of the WSUS server.  For some reason this setting is not being applied to the server and it can not find the wsus server to get updates, rather goes online to microsoft.  This worked until approx 3 weeks ago when I noticed it was not reporting to the wsus server.  I have tried to force the policy using gpupdate /force but it still does not update.  I also tried manually adding the wuserver location to the registry for a quick fix but it will not allow it.

Go to a workstation that the GPO should be working on and run rsop.msc  (or run the test from the GPO Management Console)
This will run a GUI report of all the GPOs being applied. See if it is being applied. If not, you need to check your GPO inheritance and make sure the policy is under the correct group (User or Computer).

If all is well, make sure your PCs can communicate with the WSUS over the port needed. If it can, I suggest using Adam's WSUS script to repair the server.

Also if you login to the WSUS server and the service is stopped, it will not report to the computers.
