windows 7/10 - Windows Explorer not showing drives in Navgation pane, search and preview not working


We have a strange issue where all the Windows computers (7 and 10), the Explorer window is not displaying the regular icons and drives in the navigation pane.  The Navi pane is selected but there are no drives in there.  If I manually go to the %windir% folder and launch explorer.exe, the new window will have all the regular icons and drives.

If I launch it from a shortcut on desktop/start menu/task bar, it shows the problem view.  I have tried to reset folder views but no effect until I manually launch it from the Windows folder.

Also, preview and search is not working.  This started about last morning (1 day ago) and seems to affect all workstations.  

Ran sfc /scannow and no issues found

What could cause this and how to resolve?

There is no connection between Windows 7 and Windows 10 in this regard. Also you say ALL computers. Not likely an update issue either.

You would appear to have a Group Policy affecting this.
