Remote App slow pushing data

Hi Team,
Need your help!  
Windows RDS on Server 2016.    Standalone executable application on the server to push out as a remote application to clients in a branch office. Trying to avoid using a remote desktop.

The clients scan documents in from their location (branch) and save on server.  They then go inside the remote application and attach those scans to client records in the application.
In essence, the data is going from local scanner across the vpn to the server, back across the vpn to the local pc, then back across the vpn into the application.  As you can guess, it's just this side of watching grass grow.  

I'm sure I should know the answer, but I don't, and I bet you do.  Surely there's a way to keep that data on the server side and not have it traverse 3 times for every interaction.
