Two came to mind: HEAT (forgot from who) and REMEDY from BMC software.
The first I would evaluate is OTRS. It comes in free and commercial version. Thus it can grow with your requirements and necessary features.
I have used smartertools with good success https://www.smartertools.com/smartertrack/online-help-desk. It has the features you are looking for. However, if I was starting over, I would look to something like zendesk https://www.zendesk.com/ or other web based helpdesks because they have other features I find important such as API's to integrate to your own systems if needed.https://developer.zendesk.com/rest_api

There are many many many helpdesk solutions that does fit this requirement from FREE to costing Millions. All of them does this searching for previous issues very nicely. There has to be other factors to consider - cost, requirements, timelines, internal /external user base size, in-house expertise, the list is long.
