Suggestions for on-call rotating phone service

I looking for suggestions for our on-call after hours clinicians.

We currently have a business need where a rotation of 10 users needs to be contacted on a rotating but changing schedule. We need to be able to route call the users personal, business and home phones. Additionally, we'd like to be able to text or message users if necessary.

What program or application are you guys using for on-call or after hours support?

We added a virtual extension to our VOIP service with no physical device attached.  I created a call rule that just forwards all calls in to XXXXX number.  A manager will let me know who needs to be on call during what days, I go in and change that number appropriately.  Not exactly what you're looking for but an idea of what we do.
We use an answering service - our phones are forwarded to them after hours. We give them a rotation of tech monthly and they they call the scheduled tech (or escalate to a manager if the tech doesn't answer.) They call mobile, then text mobile, then call house (for example) in order to reach the tech.

We do use an answering serving but it's very costly and not easily managed.
