Cannot create Hyper-V production checkpoints with VM running

I have a Hyper-V 2016 Host with a mix of Windows 2016, 2012R2 and 2008R2 guest VMs.  I use Veean 9.6 to back guests up.  Everything works fine.  I just built a new Windows 2016 VM with two virtual disks.  I cannot get this to back up.  From the Hyper-V console I cannot create a Production Checkpoint (which Veeam needs).  I get an error "Checkpoint operation failed.  Production checkpoints cannot be created".  Error 18012 and 18016 show up in the event logs.  I can create a standard checkpoint.  If I shut the VM down I CAN create a production checkpoint.  I've searched all over and I have not yet found any useful info on this.  What am I doing wrong?  TIA

What OS is running in the new guest? Are the configuration and VHDX files in the same location as the others?

Add the new guest to Veeam and see if it chokes.

Guest is Windows 2016.  I just created a new backup job in Veeam for just this vm.  I ran it and got this error:  Failed to create VM recovery checkpoint (mode: Veeam application-aware processing) Details: Job failed ('Checkpoint operation for 'UWCFCFS02' failed. (Virtual machine ID 57D0CE3A-C47D-4789-A4B1-C4BCEBEBF0EC) Production checkpoints cannot be created for 'UWCFCFS02'. (Virtual machine ID 57D0CE3A-C47D-4789-A4B1-C4BCEBEBF0EC)'). Error code: '32770'. Failed to create VM recovery snapshot, VM ID '57d0ce3a-c47d-4789-a4b1-c4bcebebf0ec'.

How much free space on the host partition where the VHDX files reside?
660 GB free.  VM is 370 GB total
Total size of the partition?
1.6 TB
I've narrowed down the cause I think.  Both VMs in question have a second virtual disk.  Over the weekend I built a brand new Windows 2016 VM and fully patched it.  I ran a production checkpoint-it worked.  I added a second disk-checkpoints failed with the same error.  I removed the second disk-checkpoints succeeded again.  How can I add a second disk and take production checkpoints?
Generation 1 VM with IDE setup or Generation 2 with SCSI setup for disk attach?
Generation 2 with SCSI setup.  I replaced one of the dynamic disks with a fixed-size and copied the data over.  Checkpoints and backups are working fine now so we can consider this resolved.  One of these days I'd like to find an answer though.  Can you use Production checkpoints with dynamic disks?  Thanks for all your help Philip I appreciate it.
There should be no difference in behaviour between a fixed VHDX and a dynamic VHDX. At least, not in my experience and we have a lot of VMs being backed up by Veeam.
