yes if that login user has ownership of that directories then you can change the permissions.
by changing properties. using winscp

You can + this will completely break most shared hosting.

The only way you can do this + hope your site(s) survive is to open a ticket with your hosting company + ask them how to accomplish what you're trying to accomplish by changing permissions.

Hint: Likely permission changing is the wrong approach for fixing whatever you're trying to fix.
