OK so first things first. You have checked the DNS client settings for the DHCP server and the DHCP server is pointing to valid DC's for DNS? The DHCP server does not contain any misconfigured DNS client settings (suffix, etc.). Are you running DHCP on a DC, in which case I would be looking to the health of the DC you are running it on. If not I would be looking to the health of your AD environment as well. I assume the DHCP server has been authorised too?

I am pulling this error from the domain controllers. Both Windows Server 2008 and 2016 have this error.
Looking at the Windows Server 2016 Server Manager, the DHCP is in green.

"You have checked the DNS client settings for the DHCP server and the DHCP server is pointing to valid DC's for DNS?"
Not sure what I should be checking. Seems this is talking about the client. I am not looking at the client but at the DCs.

"The DHCP server does not contain any misconfigured DNS client settings (suffix, etc.)"  Not sure what to check.

"Are you running DHCP on a DC, in which case I would be looking to the health of the DC you are running it on."  I can run dcdiag /v.  Only error is

Error: 1753 (There are no more endpoints available from the endpoint mapper.)

            Event String:
The DFS Replication service is stopping communication with partner (Windows Server 2008) for replication group Domain System Volume due to an error. The service will retry the connection periodically.
I don't think the error is related to DHCP.

"I assume the DHCP server has been authorised too? " If I open DHCP from Server Manager then both IPv4 and IPv6 have green checks which I interpret as being authorized.
Could be a problem with DFSR due to a problem with SYSVOL replication on the DC servers. Check the DFS Replication log on the DCs in Event Viewer.
Definitely errors in DFS Replication log.

Event 1202, DFSR
The DFS Replication service failed to contact domain controller  to access configuration information. Replication is stopped. The service will try again during the next configuration polling cycle, which will occur in 60 minutes. This event can be caused by TCP/IP connectivity, firewall, Active Directory Domain Services, or DNS issues.

Additional Information:
Error: 160 (One or more arguments are not correct.)

Event 5002, DFSR

The DFS Replication service encountered an error communicating with partner 1-SRVF for replication group Domain System Volume.

Partner DNS address: 1-SRVF.carousel.local

Optional data if available:
Partner WINS Address: 1-SRVF
Partner IP Address: 192.168.1.220

The service will retry the connection periodically.

Additional Information:
Error: 1753 (There are no more endpoints available from the endpoint mapper.)
Connection ID: 664B7FC3-5194-4B24-AD9D-E02F44270F08

Today,  the server was rebooted twice. Once for to try Event 3184 fix. I noticed the Event 1059 showed at the time of the reboot. I rebooted again to verify the Event 1059 would show and again the Event 1059 showed. The error is showing during the reboot process.
