One user is constantly getting this error when opening excel file

Try uninstalling Office completely, then restart, install Office and patch fully.

It that fails, make a new, test, Windows User Profile, log into the new Windows Profile and test.

You can check add-ins for strange add-ins, but with a normal install of Office and add-ins, we do not see this message.

It might be that all you need to do is to completely close Excel and/or reboot.

Some corrupted xls file can be view on google spreadsheets or LibreOffice so I think you should try open with these programs.

If I still can readable, the file damaged completely.

After the user gets this error are other users able to open it? This will tell us if the problem is the file or the system.

If it's the system try running Excel in safe mode. If that doesn't work try windows in safe mode.

If the problem is the file try a different version of Excel. Also make a copy of the file and try that.
