Simple fast video player for windows?

I develop a window's desktop application in C++.    I'd like to add an embedded video help system.  At various places in the GUI and help button -- the user clicks the help button, and a video plays showing them some 'how to' information.

What are suggestions for how to play a video?   I'm not sure I want to rely on Windows Media player (or any other particular thing) being installed or not.  And I don't want it to take several seconds for some player to boot up and start showing the video.  I really want it to be very fast -- click on help button and video is playing 2 seconds later.  Only need the most basic video controls: play, pause, rewind, volume for audio.

Is there a video player I could bundle with my product?  Suggestions?  Thanks!

It is clearly a desktop application written in C++ so you will have to rely on a component such as

I'm a VLC fan for years, small, comprehensive and available from ninite.
