Need to find out who had access to a file on server 2012 R2 server

Is there a way to find out who last had access to a file on a windows server without using a third party software?
We have some that made some changes to an important doc and we need to find out who made these changes.
The server is running 2012 R2.

"The solutions and answers provided on Experts Exchange have been extremely helpful to me over the last few years. I wear a lot of hats - Developer, Database Administrator, Help Desk, etc., so I know a lot of things but not a lot about one thing. Experts Exchange gives me answers from people who do know a lot about one thing, in a easy to use platform." -Todd S.

Have you configured "Audit object access" in the GPOs already? If so, the Security event logs should show the details.

I dont think any other possible ways in Windows using default available methods.
