C3650 Switch stack member initializing

Dear Experts,

I have 2 pairs of Cisco 3650 switches stacked as 2 switches into 1.

We ran into problems after downgrading the firmware, we have missing iOS and the prompt displayed was switch:

We then managed to boot it up using a flash drive and copy back in the requested software version.

AFter expanding the file, the switches were in BUNDLE mode.

After changing them from Bundle Mode to Install mode.

We see that one switch is Active and ready but the second switch current state is initializing.

When we do a show switch, only one switch is displayed.

Is there something wrong with the stack sync?

How long has the switch been in initialization?

Very Long already. Still in same state
More than 45mins to an hour
what version IOS are you running?
Version 03.06.06E
Pretty sure that isn't a valid version.
Try to remove stack cables and reload switches. Beside having the same IOS version both switches supposed to have the same mode (install or bundle).
After second switch finish boots properly - remove power cable, plug in stack cables and power up device (make sure that install mode and IOS versions are the same).
3.06.06E is valid version for 3650, but exact model supposed to be checked.
If you downgraded from IOS 16.x, some commands on device are not accepted on device and it is recommended to be removed from configuration (you can see list of commands that are invalid during boot up).

I have done the removal of the stack switch cables from both switches. They boot up in install mode and with the correct firmware version. After I connect back the stack cables and reload them, the second switch went back to Initializing again.
Executed a software clean force in the switches and now trying to reinstall the software again.
After doing a software install, there was candidate package error.

Then I added force new to the command.

It works.

Reload, now the second switch status Current State is U-Mismatch, now trying to giggle for solution
Sorry, it's V-Mismatch
V-Mismatch is version mismatch (incompatible versions).
issue command
software auto-upgrade
it should fix the issue.

There was not enough space so I did a request platform ..... clean.

After that both switches have gone back to the original software version of 16.03.06.

I ran the request platform install file switch all usbflash0-2:cat______.bin

It displayed failure [1 2]

Now doing installation one by one is successful.

Just rebooted the switches hoping that it is correct.
There should be no issues in downgrade to version 3.06.06E. Few months ago I downgraded 4 devices 3650 to 3.6.5E (from 16.x), but devices were not in stack already. After downgrade and configuration cleanup I configured stack.

I managed to downgrade the first pair of stacked 3650, no issue, correct version and in install mode. No more initializing or V-Mismatch

Now hoping after rebooting, the second pair will also display the same favorable result.
It did not work.

Still old software version but install mode.

Did a switch clean.

Now execut d install command with new auto-copy.
After installing it says

SUCCESS: Finished install: Success on [], Failed on [1 2]

I turned off one switch and I downgraded the software and reloaded the switch which showed the downgraded version in install mode. I then turn off this switch and turned on the second switch to do likewise. I restarted and turned on both switches and it is in the correct version, install mode and hey are active and standby and ready.
