Need 3D printer recommendations.

I want to make custom shape cutters (not to be used for food) and I think the best way to achieve that is with a 3D printer. I want to make a lot and getting a company to make them is too expensive in the long haul. What 3D printers do you recommend? I'm looking for something small-sized and easy to use. What filaments do you recommend as well? Lastly, what programs do you use for creating the design?

You might want to look into Cal Poly packaging department. When I was doing my minor in packaging I know that some alumni were working with the equipment to build the products for their own business. However, I don't know what was the deal they did with the school.

When I was at school, we used SolidWorks to design any packaging for 3D printing.
