Both DRS  for CPU-MEM and other resources and SRDRS -For Storage

You will have to do it all manually, without DRS ON, by looking at CPU, Memory and Datastore performance using statistics available to you.

But to be honest with you in a Production Environment with many hosts and VMs, that's not really possible, you would be re-balancing manually all the time.

migration is not allowed and DRS is OFF, what we can try before we ask for resources to be increased @hardware level
