How to clean C:/Windows/WINSXS folder to free disk space?

The main objective is free space on a C: Drive on windows 2003 server.

The winsxs folder is the only folder I could empty to save space. I used cleanmgr.exe to clean but it always fail.

Is there any other way to clean the winsxs folder?

manually deleting folders inside winsxs that are dated 2009 will cause any issues?

Any help is appreciate it.

Winsxs is not the only folder which take the space in Windows 2003. There are several different things you should look forward to free up the space like
1. Run Disk cleanup to remove temp files.
2. Disable Hibernate if it is enabled.
3. Move Paging file to another partition.
5. Remove installed programs and install them to another partition.
