Public folders not updating

I have one outlook user whose public folders are not updating. The permissions and the folder contents are not. if they login to OWA and view the public folders, everything is good yet if they open outlook it is not. I have tried uninstalling and reinstalling outlook still not working and have turned cache mode off....is there somewhere in the registry or a folder I can delete to remove all remnants of public folders and have outlook re-do again?

Creating a new profile would help.
