Laptops with windows 10-1607 will download pathces from microsfot but not from WSUS.
 There is no issue communicating with WSUS server and they are reporting fine.

Windows 10 V1607 is very old. We had such a machine at a client two days ago. It needed BIOS and multiple driver updates to get past some of the Windows V1607 updates and then took over 12 hours to update to the current version. That may be one reason why it will not (or cannot) download from WSUS.

Try updating these manually and then re-connecting to WSUS.
I've experienced the same problem, and have found a lot of posts about issues with Win10 v 1607 and WSUS. My experience was that WSUS wouldn't show that the workstations needed the updates even though it was downloading them.  I still don't know what caused this.

My advice is to upgrade to at least 1709.  I've done that with some success where workstations that wouldn't communicate at all with WSUS when running 1607 or even 1703 would suddenly connect when upgraded to 1709. You would, of course, have to run the upgrade manually, which could be a real issue if you have a lot of workstations on 1607. But if they can connect to the Windows Update site, then you can let them upgrade from there.
