It has a hardware problem: Power supply (unlikely because you have 2) or Motherboard (including connections) .

I suggest you call Dell Technical Support as I assume you would like to get it fixed.

Strip it down to minimal system (one DIMM, one CPU no PCI boards (include removing PERC) to see if it comes alive but as John says it's probably the mobo. 07CWT0 (with or without the 0 at the front) gets very few "for sale" hits on Google suggesting they all failed so none for sale, alternate mobo (0)9CGW2 gets loads of hits some for under $50.

Assuming that these power supplies have standard ATX connectors, grab a motherboard off the test bench, connect it to one of the supplies and see if the test motherboard can boot up.  If so, no problems with that supply.  Test the other supply to confirm that one is also good.  At that point the problem is definitely known to not be the supplies and you can firmly exclude that from further troubleshooting.

Then continue troubleshooting per andyalder's post supra.

Note that some server boards will not boot with only one DIMM installed.  Some demand two, some a quad.  Check the motherboard manual before cutting down the amount of memory.
It will complain about only having one DIMM as it's set to memory optimized mode according to Dell support website but that would be good news. The DIMM has to be in the slot one away from the CPU = CPU1-0-X-0-0-0-0-0 physically. I think the mobo labels that slot 1 but haven't got a closeup image to check.

Hello and thanks for the answer, I noticed also that the lcd has orange light and no letters.
it would be possible to know which service acistencia dell in portugal, porto.
Thank you
Look up Dell Support for Portugal.  They should have a service facility there.

http://www1.euro.dell.com/content/topics/topic.aspx/emea/shared/support/dellcare/en/contact_us?c=pt&l=pt&cs=ptcorp1
https://www.dell.com/support/home/pt/pt/ptbsdt1/product-support/servicetag/7z5bjq1/configuration might work but Dell's website automatically redirects me to the English version when I try that, might work for you though.

In fact https://www.dell.com/support/home/uk/en/ukbsdt1/product-support/servicetag/7z5bjq1/configuration probably redirects you to the Portuguese version.
Hello again, I bought another new t610 I can change the hdds for new machine without losing data
Yes, probably cheaper to buy a whole one on eBay and sell the left over parts.

T610 has several different RAID controllers, assuming it is the same one then boot the new server without disks, enter the RAID setup utility <cgtrl> R and erase any disk configuration, power down fit disks and power on again and it will automatically import the disks. If it is not cleared down then you can still boot and select to use the configuration stored on the disks but if you select the controller configuration accidentally it will overwrite the config on the disks so the first method is safer.

If it is a different controller then swap your controllers as well as the disks, no need to use <ctrl>R in that case as the disk and controller configuration match.
olá, desculpem a demora, o assunto ficou resolvido a avaria era motherboard, comprei uma outra maquina recondicionada  e segui o concelho do andyalder quanto troca de dados e correu tudo bem.
Obrigado por tudo e desculpem a demora.
