Sharepoint Site and Central Admin Console Not Working

I am running WSS 3.0 SP2 and SQL 2005 Workgroup edition along with IIS 6.0 on my domain controller running Windows Server 2003 SP2. Recently, I demoted the domain controller because I moved that role to a server running Windows Server 2016. The moment I demoted the windows server 2003, my share point site and the central admin console for share point both stopped working, throwing  an Application error message. I then disconnected Share point from the SQL using Share point config wizard and tried to reconnect it.  Every time I try to reconnect it, the config wizard keeps saying the username/password combo was incorrect though I know for a fact they are correct. What could be the reason for this and what would you suggest I do at this point? I really appreciate your help on this and if you need more info, feel free to request!

Thanks for your reply! If I upgrade WSS 3 SP2 to Foundation 2010, will it upgrade the security to SamSS Srv2?
It should, as long as you put it on a Server 2008 or better, Leaving it on a Server 2003 may not.
I have two 2016 DCs. Do I have to make the change on both?
