Windows 10 Upgrade

In a recent conversation, I was led to believe that there are still some unsupported websites that provide Windows 7 to Windows 10 upgrade at no charge.  What I mean to say is that the campaign (push) that Microsoft did in the past to get people to upgrade to 10 from 7 may still be out there, just not advertised.    Is this true?  Does anyone have a link to one of these sites?

As for legality: "I guess MS is pleased that people still use this convert-7-to-10-for-free option since they can make more money with 10 (appstore, advertising, selling telemetry data and such) as with win7. That amount of money will even surpass license costs for win10. I don't think they are technically unable to stop the upgrade, but rather they don't want to stop it (at least not until win10's user base is larger than win7's).
