The site you mention uses a custom theme + likely most developers can easily duplicate this site using a free theme + page builder... like...

GeneratePress + Elementor, both found in the WordPress repository.

This looks like a theme I have used for client in the past

However, a theme is just what makes things pretty and not always the easiest to manage a lot of stories.  If you  are small, that can work. For scale, it probably will have issues. Look to some publishing software that can integrate with your site. or

Additional considerations what Scott mentioned...

1 Run any theme through the WordPress plugins Theme Check + TAC to ensure they have no backdoors.

Simple Rule: If a backdoor shows up, don't activate the theme or if you can understand the messages you receive, don't activate the theme, till you have someone vet the theme for you.

Tip: Common way sites are hacked... no nice way to say this... Theme Forest themes installed...

Use the  plugins above + only install themes free of backdoors.

2) Also, if you use a non-WordPress-repository theme, make sure the theme works on latest PHP.

You'd be surprised how many themes won't even run on PHP-7.2 + with PHP-5.6 + PHP-7.0 reaching EOL (end of life) in 3x months, be sure to purchase a theme which works on PHP-7.2 at a minimum.

3) I'd also suggest, non-WordPress-repository themes, check the domain age of the developer's site + make sure they've been in business for many years, which suggests they'll be in business for many years to come.

Wordpress core is free. You just need to pay for hosting.  Templates can be purchased from $50 to $150.  You may choose to add some additional plug ins where some have small fees and others are free.  The real cost is the time to put it all together.  

Some of the professional plug ins for publishing can be open source, but more complex where you can figure things out on your own or pay for support.
