By default, no one can access anything but their own mailbox.

But I don't really understand your question. Would you rephrase it please?

The query is about the number of users who can be granted full access on another mailbox.

No limit, you can add all users in your forest.

If your forest is sufficiently small, that's true. Full control (and other) access control information is maintained in the user attribute msExchMailboxSecurityDescriptor which is of type NT-Security-Descriptor. This has a maximum length of 132096 bytes and contains the security descriptor in IADsSecurityDescriptor format. That's 128K for SIDs and 1K for overhead.

A quick check on my system indicates a full-control ACE on my system is about 96 bytes. I don't know how items are linked in the ACE list, but let's assume there is no overhead (bad assumption, but it works as a first approximation). That provides 1,365 ACEs. So, a lot; but not unlimited.

Since I don't know overhead in the ACE list, I would probably pick a number in the "upper hundreds" as being safe, and then test it.
