I will have to look deeper into your last comment. Since I am unable to get to the path because of the permissions, I dont know the name of the log files that would be present there.
can you remove existing package and try to install in same manner which is explained in the following link

Ironically, i install the Unifi Camera Server on Ubuntu 16.04 TLS with no issue. I can, as you said try to uninstall or reinstall or even a new VM. We had already installed the Unifi Controller for switchers to a Server 2012 VM but decided to migrate it to Ubuntu. So, this is not mission or time critical.

Yes the VM is running on Dell R630 Power Eddge servers on vCenter 6.7 I looked in /etc and see no folder for unifi or no standalone file.

Separate note, i am going to create a second VM as well.

After running /usr/lib/unifi/bin/unifi.i nit start i get "starting ubiquiti contoller unifi cannot locate Java Home" As you reference java being a problem, i thing this may be a critical piece linking the issue. I will double check that java is correctly installed. Thank you for your help

I reached out to a friend who is more well versed than me and he was able to resolve the issue with Java that caused the problem.
