How do I find a good Website Developer/ Designer with Python Experience?

I am not sure whether it is good protocol to be posting job requests here. If you are looking for a web developer, change the keyword used on your post to "web design" at least. There are many sites around on the Internet that allow you to post jobs and where you are more likely to find a good developer, as you will be able to check out reviews and see their current work. Upwork springs to mind.

Typically, a developer that will work with database and server side code such as Python will not be your best choice for doing design work and a person that is going to be a good designer is typically not going to be good with databases and server side code.  There will be some developers that can do some basic manipulation of a theme already made or do basic image processing and the like.   Keep that in mind.

I agree with Scott Fell.
For example, I developed full websites for years doing everything front and back but most developers would tend to work in PHP for the backend and database work.
These days I build whole backends in Python including DB work but would not want to mess around with the UI work.

You may need two developers?

I would start by searching some freelancer sites for Python developers. Freelancer sites will often have workers from around the globe, so you may wish to filter down to the prospects who are near your time zone.
