Throttled Error in Outlook 2016

Currently, we are seeing a Throttled Error in Outlook client affecting multiple users and multiple sites
When the error is up, the Outlook client says trying to connect, as soon as its closed outlook says “Need Password”
When you double click it to get the password prompt the throttled error message comes back.

Hello,

I have the same problem.  Not all Outlook version are affected.  Affected Outlook are part of Office E3 but not all Outlook from Office E3 are affected.

A window open and there is not title bar text, only a word in the upper left "Throttled".  Not server related since I have access to mail via web page and iPhone mail client.

Strange.

not really a solution but, my issue can not be resolved until Microsoft cools their servers down LOL
