I have windows 10 1803 installed but it's keep saying 1709

I upgraded windows 10 1709 to 1803 a couple days ago and the whole process worked fine.But when I checked with winver it still says 1709. same with settings and systems.
I tried to download 1803 from  https://www.microsoft.com/en-us/software-download/windows10
 and install again but it says I already have a lates version of Windows 10 running.?
 I am sure I have 1803 install and running. But I don't know why it keeps saying 1709?

Could you please offer screenshots of winver and of the error message?

I agree with McKnife.  It sounds like you are still on 1709 and didn't download a good 1803 install.  Also, no screenshots were attached.

Add the following key to your registry:

Windows Registry Editor Version 5.00

[HKEY_CURRENT_USER\Control Panel\Desktop]
"PaintDesktopVersion"=dword:00000001

This will always keep the installed version as a "watermark" in the lower right of your desktop!

As per N2fc I set a registry key and it says 1804 on a desktop, Is there a version 1804 has released? I don't think so?winver-registry

That's a build number, not a release/version number.

The build numbers posted do align with the RTM of 1803. (but not the current version post RTM)  and that leads me to suspect a few possibilities:

1) The upgrade failed.  I'll repeat what McKnife said though, a valid win10 media download would not say "already up to date" ...it would just allow a re-install.  Which would fix a failed upgrade.

2) Edited (avoid activation/other) media was used from a less reputable source (it happens even by accident) and the edits to avoid activation are causing odd behavior.  I'd consider such an install suspect for other less trustworthy edits as well (let's embed a keylogger!) or similar.  In such a case, downloading clean media and reinstalling *CLEAN* (not an in-place upgrade) would be required.

Either way, I suspect the upgrade was not "clean" ...by accident or by bad media, and the fix is a reinstall at this point.  Given the potential risk, I'd probably go for a clean install at this point as well.

I reverse back the previous os and upgraded. Now  I can see it has 1803. But upgrading to 1803 brook threat guard
 (third-party security software) which I had to reinstall.
After reinstalling threat guard I see it's back to 1709 again. So it's a threat guard which is messing up OS .
