I have windows 10 1803 installed but it's keep saying 1709
I upgraded windows 10 1709 to 1803 a couple days ago and the whole process worked fine.But when I checked with winver it still says 1709. same with settings and systems.
I tried to download 1803 from https://www.microsoft.com/en-us/software-download/windows10
and install again but it says I already have a lates version of Windows 10 running.?
I am sure I have 1803 install and running. But I don't know why it keeps saying 1709?

I agree with McKnife. It sounds like you are still on 1709 and didn't download a good 1803 install. Also, no screenshots were attached.
Add the following key to your registry:
This will always keep the installed version as a "watermark" in the lower right of your desktop!
Windows Registry Editor Version 5.00
[HKEY_CURRENT_USER\Control Panel\Desktop]
"PaintDesktopVersion"=dword:00000001

Really strange. Could it be that you, at some point, used an insider build of windows 10?
At an elevated command prompt type this: DISM.exe /Online /Cleanup-image /Restorehealth

I reverse back the previous os and upgraded. Now I can see it has 1803. But upgrading to 1803 brook threat guard
(third-party security software) which I had to reinstall.
After reinstalling threat guard I see it's back to 1709 again. So it's a threat guard which is messing up OS .

You found it... no idea why threat guard would do such things :-)

Could you please offer screenshots of winver and of the error message?
