Windows drive indexing searches and indexes everything including outlook. if you disable windows drive indexing, outlook indexing will also be disabled. you can enable windows drive indexing and remove outlook from being indexed.

Why remove outlook indexing
Why both can be enabled
Why both can be enabled
both can be enabled. I would never remove outlook indexing. people sometimes disable indexing to improve performance, so if you have slow drives and slow CPU disabling indexing can help with performance.

So keep outlook indexing on and windows search service disabled?
On top u wrote earlier to disable outlook indexing? Which one to enable and which one to disable
