i need to configure   the mailbox for User1 to forward to User2.

I  need to configure forwarding for User1’s mailbox.

should i use

Connect to Exchange Online by using Remote PowerShell or create an  app password for the administrator account.

You can login with global admin credentials for office 365 and set forwarding on the mailbox or connect to office 365 powershell and run commands for the same.

App password is irrelevant in this scenario
U can use GUI or exchange online remote powershell to set forwarding
