Prevent duplicate record entry if the address and city entered are the same

I'm trying to prevent duplicate record entry if the address and city entered are the same.  Here is my code.  But I get a syntax error I believe at  strCriteria = "Address = " & Me.txtAddress & " And city = " & Me.txtcity & ""

strCriteria = "Address = '" & Me.txtAddress & "' And city ='" & Me.txtcity & "'"

By the way for the City i would recommend instead of a text box to select it from a list (combobox ---> less mistakes) in that case (In this case you will have a tables Cities with 2 fields
CityID, City)
[code]strCriteria = "Address = '" & Me.txtAddress & "' And city =" & Me.cboCity
