I wear a lot of hats - Developer, Database Administrator, Help Desk, etc., so I know a lot of things but not a lot about one thing. Experts Exchange gives me answers from people who do know a lot about one thing, in a easy to use platform." -Todd S.

The simple solution would be create 2 separate batch files that running the following commands:

Batch file 1:

net start "SQL Server (MSSQLSERVER)"

Batch file 2:

net stop "SQL Server (MSSQLSERVER)"

then use ShellExecute API to launch the batch file to do necessary action. but think you need take care of the permission issues.

Start, Stop, Pause, Resume, Restart SQL Server Services

Use the ShellExecute API function to execute a file, launch the Find utility, and perform default actions
