Have to find a Search Engine for in house

Have to find a search engine for our intranet.  
We have  .NET and a small SharePoint server (2016 on premise) .  It maybe moving to the cloud next year.

Any key things I should look for?
Have no idea how long it takes to set something like this up or maintain.
Asked if there was a $$ limit.  They said no.

Any ideas or thoughts appreciated.

Unless you have time to knit something like ElasticSearch with other products to create a "GSA" like application you might want to see what other companies have products like the Google Search Appliance.  A quick look around the web produces a good amount of companies that have competitive products.  That said, SharePoint has a "good" search capabilities and I guess that only helps for it but not the other sites.

SharePoint can search other sources besides SharePoint. Look deeper in to SharePoint and it may do what you want it to do with no extra cost. Good luck...

Ok another wrinkle just came in.  Currently we have the Intranet on our servers.  Now they are talking about having some of it in the cloud.  Do they make 1 product that services the 2 locations?

Yes, SharePoint search can crawl and index sites in the cloud. You will need to have an account that can access them if a login is required, but if it can be reached with http or https is will search them.
